Can't sign into ps3 when my computer is turned on?

First of all, I am not having any internet problems on my computer. (or mobile devices) However, I noticed that while my computer is turned on, my ps3 can not sign in at all. (error 8002AD3D) When my computer is turned off, it seems to sign in with no problems. I have tried resetting my router to default settings and enabling a DMZ server for the ps3 ip, but nothing has worked. Any ideas??
