Why are electrical conductors not easily electrified by rubbing with slik or fur?

You have actually answered your own question. An electrical conductor conducts electricity or electric charge. Therefore, there is no way it will easily aculate the charge produced by rubbing with silk or other such materials. The charges are led away as fast as they are produced, which is exactly what a conductor is supposed to do.
