Advice from some parents of 13 yr old girls heading in the wrong direction?

my 13 yr old daughter is so heading in the wrong direction and i need some direction please. She is hanging out with kids in gangs (or so she says) and I find out after the fact. She is disrespectful of all adults, Hates her step dad (has no relationship with her birth dad), tells me she can do what she wants and i don't need to worry about it. I always make her tell me where she is going to be and now she is lying about it, doesn't come home on time. THinks she is 18 when shes not. I don't remember being this bad. ANyhow we live in a fairly decent size city in north texas and my husband wants to move into the boonies about an hour away. literally middle of nowhere. This town doesn't even have a store. I think it would be good but am apprehensive about uprooting all my kids on account of one. But i am afraid if we don't she is going to turn into who knows what no good person that doesn't care about anything. She is already on antidepressants..and we have no insurance to finish the counseling that was started....advice please
