How to build a device to push and hold a on for a specified time?

I'm working on a project for my mechanical engineering cl and I need to build a device that takes an input in milliseconds and can then press a on for that specified time. I'm having a hard time figuring out how the device would know the moment it has started pressing the on. Also, any advice to make the input user friendly would be greatly appreciated :) Thanks!
